Kholmanskikh appealed for an end to the laxity of the municipal authorities: "They remain a weak link in the system of information security""
Plenipotentiary representative of RF President in the Urals Federal district Igor Kholmanskikh urged strongly to finish with laxity and complacency of municipal authorities in information security issues. According to the Ambassador, currently, local governments remain "weak link" in the system of information security of the country. Especially this issue has become relevant in the modern world political situation and the situation in Ukraine has only exacerbated the situation: Russia is subjected to informational aggression from foreign countries. As it turned out, the Federal authorities fear for the safety of personal data of the Russians, who in large volume has municipal structures. This was discussed at today's meeting of the Council under the Plenipotentiary representative of RF President in the Urals Federal district on the development of local government correspondent .According to Igor Kholmanskikh, previously the subject of information security was not raised at meetings of the Board, however, the issue has become the most urgent and requires careful consideration, it is not only technical, but also political task of enormous national importance."There are several main reasons. The rapid development of information technology not only encourages the development of great opportunities, but also significant risks. Much more complex is the preservation of state secrets and classified confidential information, protection from cyber attacks and other disruptive influences. Threats in the information sphere negatively affect the efficiency and stability of the power system, its ability to perform its functions, and thus neutralizing such threats is becoming a priority for the authorities of all levels. This fully applies to local authorities, as part of personal power in the country. Abuse of advances in information technology create opportunities for violations of the rights of citizens", - said the envoy. He also stressed that this applies in particular to the protection of personal data and misuse. Local governments, municipal enterprises and institutions, interacting with local authorities, currently, are among the largest operators of personal data, which is why they have to constantly deal with law enforcement and security in this area."I would like to mention one more point. The last time the Russian Federation exposed to information aggression from a number of foreign countries, the events in Ukraine and around her only made matters worse. The form of such aggression diverse: from attempts to influence the public consciousness to desire to disrupt the functioning of vital information and communication systems, information exchange between Russia and the outside world. These goals are plans to disable our country from interbank transfer system SWIFT data, to isolate the Russian segment of the Internet global network," said Igor Kholmanskikh.According to the Ambassador, in this situation, the head of state and Federal authorities pay special attention to security issues in the information sphere. So, by this time formed the system of normative documents, defining objectives, priorities, directions and mechanisms of activity in this area. Among them are approved by the President in 2000, the Doctrine of information security of the country and adopted in 2008 information society Strategy. In addition, in July last year were approved principles of state policy of the Russian Federation in the field of international information security for the period up to 2020."Security state and the tasks of strengthening was discussed at the meeting of the Russian security Council on 1 October of the current year. Based on the President of Russia objectives it is necessary to form a single vertical information security of the state. It should include all levels and branches of government. Unfortunately, the local authorities remain in some cases the weak link in the information security system of the country," said the Plenipotentiary representative of the President in the Urals Federal district.Among the reasons - insufficient cooperation of state authorities with municipalities and nedoocenka separate municipal leaders the significance of the problem, their laxity and complacency". "With all that we need to decisively end," he said Kholmanskikh. In addition, serious deficiencies in the information security, according to the Ambassador, there are not only in the municipalities. There are problems at the regional and Federal levels.Plenipotentiary representative of the President explained that in relation to the municipalities work in this area should be built on three main areas. The first is the strengthening of technical protection of information and security of information systems in local government. The second direction - ensuring protection of personal data processed by the municipal authorities and municipal enterprises and institutions. The third is the improvement of work with sensitive and confidential information in local authorities.
